Can Foreign Nationals Rent an Apartment in Japan Before Arriving? Residence Cards, Online Viewings, Required Documents and the Rental Process

“Can I apply for an apartment while I am still living overseas?”

“Can I rent a home without a Japanese residence card?”

“Can I view and sign for an apartment online?”

“Do I need a Japanese phone number or bank account?”

Finding a home is an important part of preparing to move to Japan for work, study or family reasons.

The short answer is yes: foreign nationals can search for rental properties and inquire about applications before arriving in Japan. However, whether an application, screening or lease agreement can be completed from overseas depends on the landlord, property management company and guarantor company.

You may be able to begin the application process using your passport, employment documents, school admission letter or immigration-related documents.

However, some properties require a Japanese residence card or other documents that may only become available after arrival.

This guide explains the practical steps to take before coming to Japan, including property viewings, rental screening, lease agreements, initial costs and address registration.

1. Can I apply for a rental apartment before arriving in Japan?

Yes, you can search for properties and contact real estate agencies while living overseas.

Some landlords and property managers also accept applications from people who have not yet arrived in Japan.

However, there is an important difference between submitting an application and completing a rental contract.

Process

What to expect

Searching for apartments

Possible from overseas

Contacting an agency

Usually possible by email or other supported channels

Online property viewing

Depends on the property and agency

Rental application

Subject to the landlord's conditions

Guarantor screening

Documents and contact details may be required

Lease agreement

Remote procedures may be available

Payment of initial costs

Payment methods must be confirmed

Key collection

Usually requires advance arrangements

For example, a person who has accepted a job in Japan may be able to provide an employment contract and expected salary information before arriving.

However, this does not guarantee that a guarantor company will approve the application.

2. Can I rent an apartment without a residence card?

If you have not entered Japan yet, you may not have received a Japanese residence card.

For certain categories of medium- to long-term residents, residence cards are issued through the applicable immigration and arrival procedures.

Not having a residence card before entering Japan does not automatically prevent you from contacting a real estate agency or discussing rental options.

However, individual landlords and guarantor companies may require a residence card before screening or signing a contract.

Documents that may help

  • Valid passport

  • Visa, if already issued

  • Certificate of Eligibility, if available

  • Employment offer or employment contract

  • School admission letter

  • Scholarship or financial support documentation

  • Evidence of funds available to pay the rent

A Certificate of Eligibility is not the same as a residence card and does not guarantee rental approval.

The required documents should always be confirmed before applying.

For more information about residence status and rental screening, see our guide to renting when your period of residence is approaching expiry or a renewal application is pending.

3. Can I view an apartment online from overseas?

Some properties may be available for online viewings.

An online viewing allows you to see a property through a video call without visiting it in person.

Availability depends on the property, its occupancy status and the agency's arrangements.

What should I check during an online viewing?

  • Room size and layout

  • Natural light and window positions

  • Kitchen and bathroom facilities

  • Air conditioning

  • Washing machine and refrigerator spaces

  • Electrical outlets

  • Internet facilities

  • Shared areas and building entrance

  • Garbage collection area

  • Nearby transport and shops

Online viewings are convenient, but some details are difficult to evaluate through a screen, including noise, odors and the actual sense of space.

Ask for measurements and additional information where necessary.

4. Can I sign a Japanese lease agreement online?

Some rental agreements can be handled remotely, including certain important-property explanations and electronic contracts.

However, remote contract completion is not available for every property.

You should confirm the following:

  • Whether identity verification can be completed from overseas

  • Whether the property supports electronic contracts

  • How the important-property explanation will be delivered

  • Whether the guarantor company accepts remote applications

  • How the initial costs must be paid

  • How and when the keys will be collected

Japanese rental agreements may include costs and obligations that are unfamiliar to people moving from overseas.

Common examples include deposits, key money, guarantor fees, renewal fees, notice periods and move-out restoration obligations.

The Japanese Ministry of Land, Infrastructure, Transport and Tourism provides rental housing guides and sample documents in multiple languages.

Official multilingual rental housing guidance

If you do not understand an agreement, ask for an explanation before signing.

5. Do I need a Japanese phone number or bank account?

Not necessarily at the initial inquiry stage.

However, some rental application systems or guarantor companies may require a Japanese contact number.

If you do not have one, ask whether your overseas telephone number and email address can be used.

You should also check whether a domestic emergency contact is required.

An emergency contact is not automatically the same as a guarantor responsible for unpaid rent.

For payments, confirm whether the landlord or management company accepts international bank transfers or other supported methods.

Currency conversion and international transfer fees may affect the amount received.

Never provide an inaccurate phone number or contact person simply to complete an application.

6. What if I have no employment history in Japan?

People moving to Japan for employment or education may not have Japanese payslips or tax certificates yet.

In this situation, the application may require alternative evidence of future income or financial support.

Your situation

Possible supporting documents

Starting a new job

Employment offer, employment contract, salary details

Entering a university

Admission letter, scholarship information

Receiving family support

Financial support documentation

Continuing overseas employment

Employment and income records

Paying from savings

Evidence of available funds, if accepted

A guarantor company may accept some of these documents, but none guarantees approval.

If a document is written in another language, ask whether a Japanese translation is required.

7. How much money should I prepare before moving?

In Japan, the initial cost of renting an apartment can be considerably higher than one month's rent.

You may need to pay a deposit, key money, brokerage fee, guarantor fee, insurance and advance rent.

Example: An apartment with monthly rent of ¥80,000

Expense

Example amount

Security deposit

¥80,000

Key money

¥80,000

Brokerage fee, including tax

¥88,000

Initial guarantor fee

¥40,000

Insurance

¥20,000

One month's advance rent

¥80,000

Lock replacement

¥22,000

Total

¥410,000

This is an illustrative calculation, not a quotation for a particular property. Actual costs differ.

You may also need money for flights, furniture, household items and temporary accommodation.

Always request a breakdown of the initial payment before signing the lease.

8. Can my lease start on the day I arrive?

Sometimes, but the timing must be arranged in advance.

For example, your lease might start on December 1 while the keys are available for collection on December 2.

Rent may begin on the date specified in the contract even if you have not yet arrived in Japan.

Before signing, confirm:

  • Your planned arrival date

  • The lease commencement date

  • The first day rent is payable

  • The key collection date and time

  • The agency's opening hours

  • What happens if your flight is delayed

These details are particularly important if you arrive late at night or on a public holiday.

9. Do I need to register my address after entering Japan?

For newly arriving medium- to long-term residents, Japanese immigration rules generally require notification of their residential address within 14 days of establishing that address.

The procedure is usually completed at the relevant municipal office using a residence card or, in applicable cases, a passport marked to indicate that the residence card will be issued later.

There are differences depending on immigration status and personal circumstances.

You should check the official instructions issued by the Immigration Services Agency and your municipality.

Immigration Services Agency — Address notification procedures

You should also confirm whether your landlord or property management company requires updated identification after arrival.

10. Checklist before applying from overseas

Before contacting an agency, prepare as much of the following information as possible:

  1. Expected arrival date in Japan

  2. Current immigration application or approval status

  3. Passport and available immigration documents

  4. Employment or school information

  5. Expected income or financial support

  6. Preferred city and monthly rent

  7. Whether online viewing is needed

  8. Guarantor company requirements

  9. Emergency contact information

  10. Contract and initial payment arrangements

  11. Expected key collection date

  12. Address registration requirements after arrival

Preparing these details can reduce unnecessary delays, but acceptance still depends on the property and its rental conditions.

Frequently Asked Questions

Q1. Can I apply for a Japanese apartment while living overseas?

Yes, you can inquire about rental properties and may be able to submit an application. Whether the application will be accepted depends on the landlord, property manager and guarantor company.

Q2. Is a residence card compulsory before applying?

Not for every initial inquiry. However, some landlords or guarantor companies require a residence card before completing their screening or contract procedures.

Q3. Can I rent an apartment without visiting it?

Some properties offer online viewings and remote contract procedures. You must confirm whether these services are available for your chosen property.

Q4. Can I apply without a Japanese bank account?

Some application processes may begin before you open a Japanese bank account. However, payment and guarantor company requirements must be confirmed individually.

Q5. When do I need to register my address in Japan?

Newly arriving medium- to long-term residents generally need to notify the relevant municipality within 14 days of establishing their residential address, subject to applicable immigration rules.

Summary — Prepare your documents, arrival date and rental conditions before moving to Japan

Foreign nationals can start looking for rental housing before arriving in Japan.

Some properties may accept overseas applications or online viewings, but remote screening and contracting are not universally available.

The most important steps are to confirm the required identification, financial documents, guarantor conditions, payment arrangements and timing of the lease.
